The 19th seminar of the "Istanbul Urban Studies" seminar series organized by the Department of Urban and Regional Planning of Istanbul Medeniyet University moderated by Dr. Ayşegül CAN was held online on Monday, 4th October 2021. At the seminar, our department member Res. Assist. H. Aysun ÖZKAN YAZAR presented her study titled "İstanbul’da Kapalı Yerleşmelerde Tesis Yönetim Firmalarının Rolü" (The Role of Facility Management Companies on Gated Communities in Istanbul).
ÖZKAN YAZAR who referred to the place and conceptual development of gated community phenomenon in urban planning literature reviewed the historical background of gated communities in Turkey in terms of housing policy and related actors. Having considered the legislative and instutional tools used to manage gated communities, the researcher discussed the role of facility management firms entering housing market via Condominium Law. ÖZKAN YAZAR described the organizational structure and actor networks of facility management companies providing consultancy services before and during construction period and taking management responsibilities after construction via interviews. ÖZKAN YAZAR shared the findings from semi-structured interviews conducted on 3 interviewees from different management companies and analyzed by thematic coding technique.
In the following q/a part, the view of local authorities on gated communities was discussed in terms of planning discipline and the concept of facility management in global literature was referred.
